Hacking Will Mewtwo DLC be available as CIA?

Not asking where to get it, but rather if it's possible

I received the download codes but the reason I ask is because I have an American O3DS XL + retail cart with which the code is compatible, and a Jap N3DS with a .3ds copy of smash bros so I obviously can't use my download code on that

Would it work like game updates? Or is it not possible to get through CIA?

Smash Bros 3DS has an in-game shop. Would it be possible to redeem a US Mewtwo code on an JP 3DS? If you have the 1.06 update it seems you don't need to go on the eshop to download DLC for Smash Bros.

And also you cannot use your DLC code if you are not on 9.6.

Just a heads up, the Smash Bros update is now dumped for US and EU versions, and the DLC has been dumped for the EU version.

Noob question here. I have a 3dz copy of Smash 3ds, can I use big blue manager to install the update and DLC to that? Or does the game itself need to be in cia format?

If MewTwo isn't dumped by the time I get home tonight I should be able to do it and dump mine.
