Open up the apps you think are decrypted in hex editor. if there is no 'NCCH' at 0x100, then you didn't decrypt it correctly.I am getting this when trying to create cia:

If you have an old 3ds I suggest using rxtools to decrypt. It skips the unnecessary xorpad stuff. Easier.
