IF and only IF there would be a valid dump from a preinstalled bundle or you bought it from eshop. Then it would be possible. But it never existed in the eshop/digital bundle so to answer your question: No it's not possible.

Because converting a ROM breaks the signature and thus making it impossible to run on sysnand.

Because you can't decrypt the game to create xorpads nor install the CIA without being able to run unsigned code through some sort of exploit and you can't run unsigned (read: self-created) CIAs in SysNAND

Only legit cia's (there only a few on the wild; I think not more than 5 for US) will work on sysnand and even that requires decrypting the system and modify some data to make them work.

Since it's somewhat related to the topic (getting OoT through wacky hijinks):

Would it be possible to use a Sky3DS instead of a OoT card? My friend happens to own a Sky, while I have a Gateway. Would it be possible to import a EU/JP N3DS, run the appropriate ROM of OoT, and do the exploit with that? I only say this because while I do have a US copy of OoT, I want to be able to use a normal N3DS.

Well, you could do:
NAND backup.
update to 9.5
buy OoT through shop
do a NAND and SD backup of 9.5 with OoT. Keep them safe.
Restore 9.0 NAND.
Then just be ready for if a 9.5 exploit came out.

You can't downgrade without a hard mod, and you can't inject the save game because it's encrypted (I might be wrong on that one)

I mean, it's a bit convoluted and pointless, but (assuming you get the .cia on sysnand) perhaps you could get a legit OOT cart with GW save, and then use the official save transfer tool to get the save on sysnand.
