I using US 3ds

I tried running EUR Tetris and I can't host a local multiplayer game. I try JPN Puyo Puyo tetris and can't open local multiplayer also.

Are you attempting this between multiple copies of the game, or single copy/download play? (Download play is still a thing right?)

Download play is still here on 3ds.

Doesn't matter if download play or with multiple copies. I can't host room, getting error.

That's odd. I wouldn't be surprised to hear that you couldn't play local between a Japanese version and a U.S. version.
But if everyone has a U.S. copy I'd expect that to work fine.

Only game I tried in local MP so far is Monster Hunter 4G and it works just fine. Make sure all players use the same region as Zidapi said.
Do you get any error message when trying to host the game or something? Anything that could help to further nail down the issue?

Apparently they do. Streetpass requires it as proven with people not getting the Eon Ticket with a .3ds

I'll have to check when I come home, but I'm pretty sure I have played local multiplayer Mario Party as download play hosted from my 3DSs Gateway card with two EUR 3DS consoles and the US scene release.

EDIT:
Nope, actually I haven't, it was the EUR ROM.

I try Tetris Ultimate EUR in my US 3ds again with 3dz and I still can't host a room. I can use the join room function fine, I can go online.

ok, there has been other threads about this. :)
local multiplayer is not always the same...
sometimes it works out of region, sometimes not.

i have used eur nsmb2 on a jp console, with eur nsmb2 on an eur console, and multiplayer was fine.
but mario kart 7, with the same set up, did not work.
pokemon does work... etc etc...
not every game is the same...

maybe gateway can fix it... maybe not :)

- it depends on the game, some game (legit, no gw, no region spoofing) will work across regions. some will work across regions only online, not local... etc etc... it's tricky

Local multiplayer never was region free.
It was like this since the beginning and is not particular to 2.6
Your 3ds MUST match your rom region in order to use local multiplayer.

Few games are an exception to that, Pokemon and SSB for starters.

Playing local multiplayer Japanese Monster Hunter 4G on a US XL with others using New 3DS LL and old 3DS LL.

Long shot but check your privacy settings on the 3ds, you can hide yourself from other users which makes it impossible to host multi-player. I had this issue with smash 3ds, I could join rooms but I could not host local or online. Changing my settings to allow myself to be visible to others fixed this.

Not for all games. I can say with 100% certainty that a jpn smash bros connects with a US smash bros.
Same for the pokemon games (technically pokemon is region free)
That is entirely dependant on the game
