It's not really bullying, there's only so many players you can attack and you're always going to attack the one who's at a disadvantage because the whole point is to win. This indeed isn't bullying, it's playing the game. If your skill is outmatched by whoever you're playing with and you have no chance at winning, you should either suck it up or switch to a lobby more suitable for you.
