Is there any way to remove CIA files from my 3ds?

I A some time associate might have snuck into the CIA and used my 3ds to exfiltrate the data.
However I was playing with it and the new hacks, one of which I screwed up and locked it down again meaning I can not delete the CIA files.

Is there any way to remove the data from my 3ds. The black helicopters are slowly narrowing down on my position and I really need to get rid of it.

P.S. I know I could just toss it into the fire but I do want to keep it on the off chance the 3ds gets some games.

P.P.S I know the risk-reward thing says lifetime in black site vs a £65 3ds is an obvious choice, especially when the chances of it getting a good game are about as good as hoping the black helicopters are all hit by asteroids, but I want to try anyway.

P.P.P.S. I will pay for this.
