I have a Nintendo 3ds v4.5-10U and was wondering if their is any way of installing via files such as dev menu? Also since we can convert .3ds into .cia very easily we could then install to the system nand/Emunand. As you know Gateway 3ds blocks it and is it possible with another flashcard such as MT card?

SDK CIA's & CSU's are signed with dev keys. You need re-sign :)

What clemull posted is why kernel access would be a nice thing to have. Homebrew and backups installed directly to the 3DS's SD card sounds like a dream is a dream.

Not to mention that you could probably update the system and still have the Dev Menu ready for installing stuff again. ---Actually, I think that would still require kernel access, so it wouldn't work. Installed games would most likely still work, though.

Just a 4.5 console by the looks of it. And it's the guy who just commented right above you. :P

It would be an incredibly easy task for the end-user if the Gateway launcher were modified to give us high enough privileges to run the Dev menu.
