You can already boot homebrew on the Vita, with VBHL or eCFW.

Smealum's hack won't allow ROMs to be played; so it is actually comparable to a homebrew loader on the Vita such as VBHL.

It is only if you want to play Vita ROMs that you are out of luck.

smea is a good lad but by and large saying we need hacker from one field to work in another, especially when the devices are both fairly high security devices, is not terribly useful.

You can boot PSP homebrew, but no Vita native stuff. Yifan Lu got a user mode exploit working some time ago that's since been patched, and he's got a loader written and released if anyone else manages to find one.

You can boot homebrew but with nowhere near the Vita's full power. Having full access would be nice if only for the emulators.
