I'm planning to transfer my contents from my old Wii to my new Wii U, and I'm aware that the process is everything or nothing. I'm just actually planning to transfer my game saves but that doesn't seem possible. Now I'm wondering if I transfer the licenses, and other contents to the vWii, is it still possible to repurchase them again on the old Wii?

Strange question indeed. But buying was never a problem with Nintendo :P. So yeah. You could transfer everything and buy everything again on your "empty Wii".

Or you could just use BootMii to restore your old Wii back to the way it was. Do a NAND backup right before the transfer, and a restore right after. It can't restore the actual licenses, but all your purchases will be reinstalled.

Or you could backup your wiiware virtual console games to .wad and play them on a nand emulator.

How about the save files: can I copy them back to the Wii?

This is what I was actually planning originally but because of the resulting problems with the Wii Shop Channel, I had to find some other way. I just want my save files copied to the Wii U but Nintendo decided it should be something that's impossible to without transferring the licenses.

Will this cause issues with the Wii Shop Channel?

Why do you need the Wii Shop Channel to continue working after the transfer? Why do you even want to use the old Wii at all? My old Wii isn't even plugged in. I have it just in case, but don't play it, because the vWii is better. Why do you need the old wii's shop to still recognize your purchases? This is a weird requirement. And if all you really want is gave saves, why don't you just use a Homebrew Game save transfer program instead of the full system transfer. That will do what you want copy the saves. But this is a bad idea, because your saves will be branched. Progress you make on one console won't transfer to the other because you already transferred it, unless you transfer it again. But if you make progress on both, there is no way to merge.
