Does anybody know the key information to increase the possibility to find a firmware 4.5 or below 3DS LL? Is the 3DS LL that has low version firmware available on Amazon or Ebay?

Your best bet is to purchase a Limited Edition bundle that was released before the 5.0.0 firmware there are a number of those available, those were usually only released on day 1 and never re-edited, you however need to make sure you buy a brand new one as a second hand set could have been updated by its previous owner.
There are some online shops such as play-asia that sell some brand new, it's a bit more expensive though but that ensures you can get a pre 4.5.0 Japanese 3DS LL.
Beware that Japanese 3DS/3DS LL only have the display in Japanese, it doesn't bother me here, but others may complain about this.

For all those asking about the bundles I would say check the copyright date. If it says 2012 than it had to be made before the march 2013 update to 5.0. I don't know that I would trust a bundle set unless you know for sure that nintendo stopped making them before march 2013

In Japan, Limited Edition bundles are really Limited, knowing that they aren't produced again. That's why you stop seeing those in shops a couple of months after release. They aren't just regular 3DS with a game, they usually are custom themes 3DS sold for specific events (such as the release of a specific game, or some promotion at the Pokemon center)
Also I should add that the copyright on the box does not help, Nintendo reused a lot of 2012 boxes for its 2013 consoles, a lot of consoles in 2012 boxes are 6.x.x consoles.

i didn't want to buy a retail one, just in case it came with a firmware above 4.5, since it would be a hassle for me to send back.
so i looked at limited edition ones and honestly all the sites i looked at, i got one from nippon-yasan for the best price. their website even says they might write the wrong value on the custom form, if you want, so you won't have to pay as much as normal on import in your country etc... this was a few months ago, maybe there are better places or deals, but yeah i recommend that site ha
cool if it was a normal one i would have done a hardware hack to get the nand, but, since it is limited edition i will only do it if i have to (and just dump the nand with gateway's launcher etc)i just bought the tomodachi collection limited version like you. it's much cheaper compared to Amazon or other websites (though the cost of shipping is kinda expensive). hope i can get it soon
thanks for the input but read the thread it's about a japanese oneI went to walmart and peeked through the glass looking for a 3ds with the correct serial number no luck then I went to kmart and out of 5 they only had 1 old one left
your best bet is to go to places that don't have a lot of traffic for consoles
well, i think 'technically' you need to pay import duty on like everything you import, at least when it is over a certain value, i'm not sure exactly how the law works.i didn't expect to pay import duty on that. so should i ask them to lower the value on label? and how much should i ask them to lower ?
