I'm taking my WiiU with me to VA tomorrow and I usually play off TV. Has anyone figured out a way to be able to get into vWii Off-TV Play WITHOUT having the unit hooked to a TV?
Get into vWii once with the gamepad play option enabled. Then just hold B the next time you boot up the wii u. It will automatically go to the vWii menu and not nag for a TV.

Nope. Just tried that. Same thing:

"The Wii Menu could not be opened. Select Try Again on the TV."

"The Wii U screen will need to be displayed on the TV until the Wii Menu opens."

Just tested removing the video cable on mine and it worked. Its silly, but you probably need to have the sensor bar plugged in (if it is already, maybe your vWii is borked?)

Boot into Wii U System Menu
Go into System Settings
TV
Set TV Connection Type to Non-HDMI

If you want to use vWii without a TV connected, or without HDMI, then you need to do the above.

Then just Hold Down B while booting the Wii U.

I was just about to correct it. A friend of mine fixed it for me. She did the above and it worked. But, I have another problem now.

I'm using WBFS files on a FAT32 drive and playing the games with WiiFlow, the video and audio stutters a LOT. How would I fix this?

EDIT: Once again, I found the issue. It's weird. You have to change the IOS to 250 to run games without stutter. Just switched it and played Wario Land with no issue now.

The sensor bar just contains a number of infrared led's on both sides.
The connection with the console just provides 12V power for those leds.
So I doubt it's needed. It's just used to align the wiimote cursor on the screen.

Futaris is correct, the issue is the Wii-u/Vwii won't fully boot if it doesn't HDMI handshake with the TV. Just set your video output to non-HDMI.
Or optionally turn your TV on, boot to vWii, and shut off your TV.
