Im going into game today with my cartridges of white, black and white 2 to get palkia on all of them, but I also have all 3 of these games on my supercard dstwo. If I took my dstwo into the store will they let me use it or not. It would be pretty cool to have 6 shiny lvl100 palkias.
Right like Jdbye said it all is wireless now, it runs off of the Mystery Gift function, so you will need to unlock that first if you haven't already. Once you have it unlocked in each game, go in the store (or hell, stand outside it, you ought to get a signal still) and open your Mystery Gift feature. There ought to be an option similar to "Receive gift via Wireless", pick that and you should have the Pokemon delivered to each game you do it on.
And the way it works on their end - they basically get a DS and a special Distribution cart that you put in it, just keep the DS on the charger and run it with the cart in all day. No interaction on their part once it's set up. We get the same deal in the States here every once in a while.

I managed to do the meloetta event in the UK with an acekard even swapped the SD card over as my son has it on his card and I have it on my card. I walked out with 3 meloettas and nobody battered an eye lid

If you want to get Palkia today, then you have no choice but to ask the people at GAME to change the date on the distribution DS, otherwise you'll get Dialga.

i use to have a file to build distribution roms. which would work with .pgf files to build official distribution carts. i forgot where i got it and i know its agains rules to ask for it(I THINK).
the patcher to inject the events in the rom should be fine to link to
just not the rom. but not everyone has another ds and/or another flash card (if the game they want to receive is also on a flash card)but still, you can inject the event by turning it into an ar codes (right? i am sure i did this before years ago with platinum) or just edit the save, and inject the event directly into your save

If you have the possibility of going to the actual event, then, by all means, do that instead of just injecting the event in your save file.
That's because if people stop showing up to events, then at some point they may decide to stop having these events altogether and we don't know if they'd choose to start distributing everything on Wi-Fi instead.

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way

Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
