5 and half hours is a bit short to be bumping a fairly area specific technical thread, one in an odd section as well.

There is one main method known as the meteo video codec, technically it is payware so I am not able to link it so much. You are lucky to get more than 10 minutes normal video out of a 32meg ROM image, quality is not great and it is not the best to use. You might be able to bump that up for cartoons.

The converter program is known to be quite fiddly/crash prone, indeed when I was trying things out I would often just reencode the video as raw uncompressed frames before.

What OS are you trying this on by the way? Post windows XP did some odd things to various languages common before then and this might be one of those instances.
