Maybe one of the reasons that Japanese aren't keen on it is the high 3DS density there?

For everyone who wants to create an AP with Windows7/8
You need:
A. a computer/laptop/tablet with built-in wireless network card
or
B. a computer/laptop/tablet with a wifi USB dongle (wireless USB adapter)

(*Because of the limitation of WIN7/8, the second hex digit of the MAC must be 2, 6, a or e)
(*ethernet is unnecessary)
(*don't need any software to change MAC)
(*don't need any software to create hosted network with built-in wireless network card)


=>If you are using [A. a computer with built-in wireless network card]

Fist, change your MAC
1.open [Device Manager]
2.find your wireless network card under [Network adapters], and double click on it
3.click [Advanced] tab
4.select something like [Network Address] or [Locally Administered Address] in [Property]
section
5.select [Value:] and enter the MAC address you want ([Not Present] is the default)
6.press [OK]

Then, create a hosted network
1.
WIN7: press [Start], enter [cmd] and hit [Enter], right click on [cmd] and select [Run as
asministrator]
WIN8: open [charm bar], press [Search], enter [cmd], right click on [cmd] and select [Run as
asministrator]
2.input [netsh wlan set hostednetwork mode=allow ssid=attwifi key=password](change "password"
to any passwork you want)
3.input [netsh wlan start hostednetwork]
(*you can input [netsh wlan stop hostednetwork] to turn off the hostednetwork)
(*you can input [netsh wlan show hostednetwork] to show the configure)
4.go to [Control Panel]=>([Network and Internet]=>)[Network and Sharing Center]
5.you will see [attwifi] there, it will show [Local Area Connetction*##] after [Connections:]
(## could be any number)
6.find the network which is connected to the Internet, click the words after [Connections:]
to open the status
7.click [Properties], click [Sharing] tab, check [Allow other network users to connect
through this computer's Internet connection], and select [Local Area Connetction*##] (the
connection of the hostednetwork[attwifi]) (maybe you don't need to select because you only
have two connections)
8.press [OK]

Finally, change your 3DS network settings
1.open your 3DS, open [System Settings], click [Internet Settings], search [attwifi] and
enter the passwork
2.close [System Settings]
Last step: turn your 3DS into sleep mode (suggest) and wait for streetpass!
(*you can't use nintendo zone app because your are using an AP with encryption)
(*your hosted network will stop automatically whenever you change your MAC)


=>If you are using [B. a computer with a wifi USB dongle (wireless USB adapter)]

Fist, change your wifi USB dongle's MAC
1.open [Device Manager]
2.find your wifi USB dongle under [Network adapters], and double click on it
3.click [Advanced] tab
4.select something like [Network Address] or [Locally Administered Address] in [Property]
section
5.select [Value:] and enter the MAC address you want ([Not Present] is the default)
6.press [OK]

Then, change your soft-ap's SSID to [attwifi]
you could either retain the encryption or remove the encryption
If you remove the encryption:
Just turn your 3DS into sleep mode (suggest) and wait for streetpass!
If you retain the encryption:
1.open your 3DS, open [System Settings], click [Internet Settings], search [attwifi] and
enter the passwork
2.close [System Settings]
Last step: turn your 3DS into sleep mode (suggest) and wait for streetpass!
(*you can't use nintendo zone app because your are using an AP with encryption)

Because I'm a Taiwanese (Chinese), it's hard for me to make this [HOW-TO]. Maybe there is
something that I didn't express clearly. I'll be glad if someone points out my mistakes.

Dear god I love you. I've tried the android method, and the wired windows 7 method, and neither of them worked for me. I tried this, and it worked perfectly. One thing though, you said you needed to delete the connection on the 3DS to change your MAC, but it worked fine for me without doing that. I just disabled VRM, changed the MAC, restarted VRM again, and got another green light.

Requirements:
An ALREADY WORKING network. E.g you can connect to it with your 3DS and have already recieved a street pass tag. This script WILL NOT setup the network for you. For instructions on how to do that, look here
Your wifi-adapter name MUST BE "Wi-Fi". You can see the screenshot here.


Instructions:

Simply download the attached zip file from the header or the attachment. Extract to any folder, and run MAC Cycle. It will ask for admin privleges, this is so it can use Macshift.

Yes the 3ds need to be in sleepmode for it to work!

Yes, just extract everything in the zip into one folder, Macshift is already included.

It cycles through them automatically.


Also, UPDATE TO VERSION 2!

You can now skip MACs, and choose how much time to take between cycling MACs.

Please someone try 34:08:04:BF:AC:8A with attwifi please maybe nintendo blocked it not got a hit for almost 24 hours! :(


Just tested, still seems to work fine. Took a minute for it to cycle it seems, but notification just popped up.

And also thanks for the sleep mode response! Mii's name is GiSS

Hi there!

Since there there is still no tutorial for setting up the Street Pass Relay on Windows 7, and i just recently managed to do it (with a lot of help from the info already posted on the thread), here is a quick explanation. I already sent this to the OP so he can put it on the first posts and complete the [HOW TO]. Feel free to delete this post when you do it, for clearness sake.



Street Pass Relay on Windows 7:

Requirements:
A wired connection
A Wifi card (i tested this on an old 1390 WLAN card, so i guess most should work).
Mac Shift
Virtual Router Manager
Connect your computer through your wired connection and disconnect from any wireless one.

The Setup:

Just install Virtual Router, unzip Mac Shift on an accesible folder (or just the root of your C: drive) and run the following from a command line with administrator privileges (Type "cmd" without quotes on the search box of your start menu, when the "cmd.exe" file appears, just shift-click it and select "Run as Administrator"):

netsh wlan set hostednetwork mode=allow
This will set up a Virtual Wifi Miniport on your network connections.

Then, still on command line, go to the folder where you unzipped Mac Shift (If you unzipped it on C:\, you may want to type "Cd \" without quotes) and type:

macshift -i "YOUR WIFI CONNECTION NAME"* macaddress**
*Your wifi name should be the name of your Wireless Network Adapter typed just as it appears on your "Network Connections" folder, for example, for me it was "Wireless Network Connection". Please take in mind that this should be your Wireless Network adapter name, and NOT the one of your just-created "virtual network", nor the name of your wired adapter.
** Mac Address should be typed without ":", for example, 4E53504F4F46
So, this line should look something like:

macshift -i "Wireless Network Connection" 4E53504F4F46

Run Virtual Router Manager.
Complete the network name (Should be "attwifi")
Put any password you like (remember to set up your connection on your 3DS later!).
As "shared connection", select your Wired Adapter.
Click on "Start Virtual Router", wait a few seconds, and you should get your street pass!

To cycle between MACs:
Just don't close your command line window!
Press the UP arrow to bring back your last typed command, and change the last numbers of the mac address. This will restart your network connections (I stopped the Virtual Router every time before changing my MAC and restarted ir after doing so, but i don't believe this is necessary).


Remember that, when you stop the Virtual Router, you should stop seeing the "attwifi" network, so no problem from neighbors stealing your internet (which was secured anyway). If you want to remove the Virtual Wifi Miniport, just type the following in an administrator privileged command line:

And, to return your Wifi Adapter to it's original MAC address:

I have been playing the street pass games and have been getting hits just fine. Obviously, the 3ds was open. The green light just blinks for about a second then stops vs stays on when closed.

It's working on my end using win7's built in wifi adapter using netsh.. Got SP from JvRave and 2 sp's from Yukio... Hi whoever you guys are... Hope to SP someone playing Megami Tensei IV :D

You would need an additional Wifi adapter or card

can i get some help?
Currently using a linksys/cisco 2500 router flashed with DDWRT v-24 sp.2 mini. Unable to get an internet connection. Have tried the mac clone instructions since my DSL doesnt not use PPP0E, but not sure if i am doing them correctly

now cloning the MAC adress disconnect me from the router and i cant change the setting through the default ip. Probably going to just return the router if internet cant even com out
