because the console in question needs to be at least 10 times more powerful than the one its emulating. the 3ds is nearly as powerful as a wii, but not 10x more powerful.

Because the Wii is much, much, much more powerful than those systems. Also the 3DS isn't hacked for homebrew, you can only do what you could do on the DS on it.
Again, your cousin is either an idiot and believing lies, or is just pulling your leg. There is no publicly-available 3DS homebrew AT ALL.
Won't even be possible until the 3DS is hacked to run unsigned code. The Gateway and Decapping are a step forward but still a ways off. Even then it will be limited seeing how Dolphin still has some compatibility issues.
