They should be sent with the game(s). It's kind of like copying save data from the SD card to the main save data channel in the Wii. But I would still insert a GC memory card.
Um; no... you can't convert save files, just like you can't convert NTSC games to PAL... but PAL games do save on NTSC systems...

just export, convert and import again the file from memory card, just need a SD.
And no, you can't just put the ntsc game and expect he read the pal save, you must change the id of savegame first.
