Sadly it is not possible since Neimod doesn't want to release hack. The only thing I can help you is where to buy Japanese 3DS console and Japanese 3DS games for cheap. Yahoo auctions are your best bet. But if you don't know Japanese, you might have problem. But here is a very good solution. Go to http://www.easyauctionjapan.com

Just one thing I should mention. When you are buying games, type name on Japanese.
