I am not sure it's that easy to make, I have never made one before though, so I wouldn't know.

There are useable "templates" for XenForo all over the place. Wouldn't take much more than a google search and a few tweaks to get something together that will hold smartphone users over...

As I said, I never worked on mobile site before nor worked with xenforo software before., so my knowledge is limited on this.
