Hardware Can a EU 3ds and US 3ds play together locally?

The title says it all, but to be more specific if I had Resident evil Revelations on EU 3ds and my friend had it on his US 3ds could we play locally?

Depending on where you live and how you're going to get games. If you convert the price of European games to USD you will find that they are actually more expensive. So, if you live in the US there's no no need at all to have a European 3DS.

Local Play works Fine between Regions

Download play doesn't

have 3DS Jap and 3DS EUR
both can play games locally and online together

Mario Kart 7, Mario Tennis Local play works as long as both people have there Cart
Mario Tennis will not work if one of the consoles is download playing from a different region tho

Wait, I am pretty sure I read an article saying local multi-player is region-locked O.o

so the Japanese Console has Mario cart 7 cart in Japanese, and the Eur console has Mario Cart 7 cart in English
they then talk happily locally, same as online i guess
i cant do a video right now as away from home

after looking online it appears certain games do work and others are more fussy

Download play is where only One console has a cart and the other console would have to download the game from the other for the multiplayer session
this does not work between regions on any game

dead or alive dimensions apparently doesnt work Local but i dont have both to confirm this

This is the link that is also in your article, the article talks about download play, but doesn't mention anything about local play with each console having their own individual game cards.
