ROM Hack No ROM hacks of Mario Kart DS with custom tracks and characters?
Because I don't think people have the time to do this. Rom hacking custom tracks and characters takes time.

It sounds interesting though. Not the Characters part but the Custom Tracks would be interesting.
Swapping polygon models is not as easy as swapping sprites* but anythings possible I guess.
*Like in NSMB, for instance.

If I'm not mistaken, there's a way to get the download and play tracks in single player (or something similar along those lines).. but I'm not sure how.
There was quite a bit of work done on mario kart- you have the basic track swaps, the hidden tracks (the developers left some tracks in there from early versions and they were brought back, "palette"/texture swaps and the same for characters. This sort of stuff is fairly basic filesystem or subfilesystem level stuff though. You also have a couple of model hacks for the characters (mainly fiddling with scale factors).
This is helped by mario kart using nitroSDK style 3d model formats which at the time had been pulled apart a bit and these days ( http://www.romhacking.net/forum/index.php/topic,8407.html ) are fairly well documented.
The main thing is though the track layouts (tracks are just 3d models, layouts make it work- what it road, what is water/lava, placement of things......) are another custom format that I do not think has been fully reverse engineered or even enough to do something decent with. Likewise as others have hinted at you can hack a 2d texture/sprite with a basic image editor once you have it in the correct format (which is easy to replicate once all is said and done). 3d image/model editing is another thing entirely and a lot of effort.

Bump, I know that, but that's because it's now possible.
Until now, only 8 Custom Tracks have been made for MKDS, of which only 6 got released, at the moment of writing.
