Nintendo customer service:

A unified account system will be implemented later this year with the launch of the Wii U. Eventually this same account system will be made compatible with Nintendo 3DS systems.

The "eventually" part worries me. I love Nintendo, but when they fail to set dates for things, they really take forever.

That is great news! I really hope they won't make any stupid mistakes with this, then I'll certainly start buying digital downloads for my 3DS.
I don't understand why this news item causes the decision for you to buy eshop games ?
Maybe
1) You didn't need your old system (rather lost or sold) to transfer or save you games
2) Games are more future proof
3) Possibility of playing smaller games on more than one Nintendo system
4) Possible Club Nintendo integration

I AM THROWING MY MONEY AT THE SCREEN BUT NOTHING IS HAPPENING.

Anyways, with that out of my system, I think I may get a Wii U now. Makes me wonder if they'll integrate this in the Wii, although that doesn't sound too realistic.

Not if region lock still holds. Other words, if the transferring of games between 3ds' of other regions doesn't work, expect the account to be region locked as well.
of course you can't. you can't play games coded for Mac OS on Windows, can you? same goes for this. until they make a 3DS version of that game, no you can't.
While I didn't know if it is possible or not,I didn't know why,but this argument doesn't seem quite valid.

seeing as I think the region lock on the 3DS is more to do with the eshop than anything else, no, i doubt you will be able to transfer from EU to US
