Say i download (example) USB Loader GX. I get it through winrar and all that is inside is boot.dol.

So what do i do? i've tried making a folder in apps and putting in. but it won't show.

You put in Apps folder on a SD card, put the SD card in your Wii, then run Homebrew Channel on your Wii. It should be listed.

Are you sure? you should get boot.dol, icon.png, and meta.xml. Then put the folder with that into apps.

If you don't get that, make a folder inside the apps folder and put it in there.

the structure should be
SD root -> apps -> usbloader_gx -> boot.dol, icon.png, meta.xml

Icon and meta are optional and will not stop an app from showing up in Homebrew channel. icon is just a picture as the name says, and meta is just info, decription of the app. boot.dol is the actual app

also make sure you SD card is formated to FAT32 or FAT

this can also be a good resorce to read through it does mention the file structure example under Completer Setup Format

What the above 2 people said. PS there won't be an icon or description or anything. It will just say the name of the app.

If you want a meta.xml and a icon.png, find the app in the Homebrew Browser (a wii app, look it up on wiibrew.org) and download the app from there.

Not exactly. HBC says the name of the app for me. The full name of the directory is only shown in HBC 1.0.1, if I believe.
