Help me figure out how to access this

Have you tried using a thai proxy? One of those free online ones you can easilly find on google. I tried going there but it gives me the same 403 error, personally I think it's some server issues they're having, but I can't test the proxy atm since my wireless is kinda failing. =S
I was unable to find one, but someone else just tried, and error 403 as well, but for all I know they can detect it's a proxy and ban it too, or just have a list of all that TH proxy ip's (there aren't a lot apparently) which they banned too. Ideally someone actually in Thailand needs to test this....

I also had no trouble accessing it, you know, once I figured out which button was the register button, then which of two buttons got me to the point that allowed you to enter your information and create your log in and such.

Yes it does. What the heck, they give you a dead registration link on the homepage for the game? So weird.

One thing that just occurred to me.... The sound on the 2600 sucked less back then the harsh sound we hear now is from infinitely better speakers we have now, back when the 2600 was new speakers produced a almost muffled sound, like CRTs made old graphics look slightly better. -

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way

Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
