3) No team is working on doing it.

Reason we're not helpful is because there is no way to help people who want everything right away. It doesn't exist, so we won't be able to provide it.

You might want to sign up for that site and talk to devs such as Neimod, Yellows8, elisherer, 3dsGuy and Crediar and see if they need any financial relief.
Just as a side note, Chadius tangentially brings up a good point: some sort of financial incentive could have a big impact on the 3DS scene. Homebrew Bounty's have been very effective in the past for improving the volume and quality of homebrew and I think a large $ reward could do the same for jump-starting the 3ds scene.

a) willing to hack a 3DS
b) able to hack a 3DS
The people who can actually hack hardware have somewhat an anti gbetemp attitude. You probably will find them in IRC channels. Perhaps you want to join #3dsdev on EFNET. There you can talk to the devs and ask them if they are currently trying to hack a 3DS and if they accept any donations (oh and on IRC people can be dicks as well).

the vram is one advantage when it comes to AI but ends up being slower even with that and really AI is the only use case that needs more than 12gb vram right now

I think I watched a video where two games at 4K where eating just over 16GB of RAM and it's the one case where the 7900XT and XTX pulled ahead (minus RTX of course)

So my opinion is that they could age a bit better in the future, and maybe AMD will continue improving them via drivers like they tend to do. No guarantee there but they have done it in the past. Just a feeling I have.

least amd 7xxx has tensor cores which the previous generations didn't so there is the potential for AI upscaling
