My friend got caught torrenting a movie from his ISP and ever since then I've been scared to get anything off my computer. Is there any programs or VPN anyone can recommend that can hide my IP, preferably if I don't have to pay for it as well.

Don't double post and it really depends on your ISP if you get caught. I've been...acquiring many things for approximately 5 years now, and my father has been doing it for longer. Really there isn't a good way to hide from your ISP because they monitor your usage, no matter how you hide. Use a proxy? They see the proxy website you go to but they will still be able to monitor the data usage from it. They can't see what you're doing, but if in a few days you used 20GB of bandwidth then they could become suspicious.
Sometimes ISPs won't even report you if you go over the bandwidth limit, as some ISPs charge an extra amount for certain sizes you go over. For example, I went over my bandwidth limit a few months ago and they charged an extra $10 for 50GB more.

You're afraid of getting caught because your friend got caught for torrenting. This shows you're doing something illegal and want to hide it.
I don't give a shit about that, but if someone calls you out on it, just own up to it. I pirate shit all the time. Hell, almost everyone here does. I have an account on a huge warez forum and another on what is probably the biggest Wii/GC ISO sharing site around. I've been pirating for years.
It all comes down to your ISP, really. Me, I have Verizon, and I have the FiOS service through them. Afaik, no download caps, they don't throttle my bandwidth, I download gigs upon gigs each month and I've never heard anything from anyone. I think they just don't give a shit lol. Stay away from Comcast like the plague. Download through filesharing sites (MediaFire, MegaUpload, FileServe, etc) instead of torrents. Generally less conspicuous, but takes longer.
I rather not have people in my business. All I am asking for is a recommendation to block my IP from being seen.
Its funny that you mention Comcast because that is what happens to be my ISP. I do pay for all my games but what I wanted to torrent was TV shows. I didn't think it would be a big deal but since what happened to a friend of mine I wanted to hide myself as he has Comcast himself. As far as games go I swear on it that I pay for every game I have and I only download games that I already own as a means of backing up. The only reason I don't admit to it is because it isn't necessary to do so.

Since you have Comcast you're probably screwed if you try. Don't download from torrents, use filesharing sites as plasma suggested. If you're nervous, don't pirate the shows. Simple as that.
Also nobody cares if you pay for your shit or not, but if someone calls you out just admit it. We don't care, we don't judge.
Just an off topic but whats the big deal with comcast lately? I was told the FBI was investigating them but is there a whole story to that?

Your ISP can always see your traffic, your current IP and the IP you connect to (or the IP of the servers/person sending things to you), and that every seconds, they keeps log on all your activity.
You can't hide your IP from your ISP, or else you wouldn't receive any data, it would be like you don't have internet access anymore.
What you can hide, if you can't hide your own IP or the target IP, is the transmitted data you are downloading/uploading.
The best way to hide it from the ISP is by using a secure connection (SSL VPN, or SSL anything else, like https, ftps, nntps, etc.).
(PS: NO, adding an "s" at the end of http doesn't encrypt it, the servers need a valid encrypting certificate)
You can't download on Torrent servers without showing your IP, or else the torrent tracker can't tell other users to send their content to your computer if you need it.
The only way you can download from torrent without specifically giving your IP to a tracker is using TOR or onion skin. (RREEEAAALLLLYY slow, not enough people are using that)

Truecrypt will allow you to hide your files in containers and partitions that are encrypted, even allows you to encrypt your entire Windows partition. Only thing that would be a downside in the encryption is the length of the password. An average computer today can crack a 7 character password, limited to Uppercase letters and numbers, in 4 hours. A password that uses a lot of the keyboard, is over 14 characters long with Upper, Lower, numbers, symbols, and even special characters, would make it impossible to crak within a year. The way to think about how many permutations of possible passwords is to use this simple equation: n^x, where n is the number of possible characters you used in the password, like only Uppercase letters would be 26, then adding lowercase would increase that to 52. x is the length of the password. So full keyboard, meaning upper and lower case letters, symbols and numbers, would bring it to 94 possible characters in a passcode, and if the passcode was say 10 characters long, you then have 94 to the power of 10, which means 53,861,511,409,489,970,176 possible passcodes. But you also have to understand that some passwords can be longer, some shorter. If a person has no idea how long a password is or what characters are used, they will start with x = 1 and n would be a total guess, then work up. So you use n^1+n^2+n^3...., thereby increasing the possible password combinations exponentionally.
As for possibly hiding the download, you would have to use a proxy network. You can go to proxy websites, but those aren't always useful and ISPs can just block them. The best usable proxy networks IMHO are Tor and Jondo. These actually encrypt your traffic from your computer and send it straight to the proxy network through your ISP, but they can't see what it is unless they know where the traffic will be decrypted and sent out of the network to whereever you want. However, please note that a proxy network will be slower than a normal download, so a 2GB download would most likely take days to finish because the average download speed through one of those would be 10Kbps. Also, these networks have absolutely no support for resuming, meaning if the download screws up, which it most likely will, you would have to start all over on it. So hope that it doesn't screw up if it is nearly done, or else you will be very angry. I know from experience when I tried to download an official PS3 firmware update while behind my school network that blocked playstation.com

If Netflix isn't good enough, there's at least one great place to find streaming for free.
Not sure where it sits on the forum guidelines to tell you directly where to go, but I guess the hard part to finding it on your own would be knowing which is good among all the imitation sites.

I want to add that proxies will not hide the data from the ISP - they will see the data requests going out and that would be enough to flag you if your ISP practices active enforcement. The only data they cannot monitor is securely encrypted data, such as asynchronous encryption used in money transfers (you'd notice it if you use online credit checks or payment sites). I know a proxy that can set that up, but cannot name it due to forum rules (I.e. The site it's located on).
Direct downloads tend to be less suspicious than peer-to-peer traffic, and I've yet to hear of someone getting done by the ISP for pirating using DDLs. Then again, I've been pirating since 56k modems were still around (but at least I've bought half the games I pirated).
