it runs perfect with config loader and i have the all the files loaded into the apps folder on the usb drive and they load without any problems
but when i go into the home-brew channel its blank ,nothing shows unless i put a memory card in then the memory card programs load no problem
same goes with Wii-MC only works when have a memory card in but then it doesn't see the usb drive.
i have formatted the drive to fat32 with Swiss knife and easeus partition master set active on and off ,deleted the partition created partitions tried everything that
i know
also tried the drive in another Wii and it had the same problems
tried a known working drive in the Wii and it works with out any probs
and tried the usb-test

any help would be greatly appreciated

Just so you know, it's not a good idea to make FAT32 partitions larger than 32GB, as file reads and writes become HIGHLY inefficient.

Try formatting the drive as:

Partition 1: NTFS
Size: 468GB (or bigger if you want less FAT32)

Partition 2: FAT32
Size: 32GB (or smaller if you want more NTFS)

Then put a sample app on the FAT32 partition like so:

SD:\apps\blahblah\boot.dol
Or, if you're going old-school or Gecko OS:
SD:\apps\blahblah\boot.elf

And see if the HBC recognizes that.

Funny, my 500GB USB 3.0 (yes, 3.0) HDD is formatted as FAT32...no issues at all with read/writing files. Wii backups run perfectly, emulators and ROM, music, etc. run fine*. If anything, an NTFS partitioned HDD is almost as unfavorable for homebrew as WBFS. Unless someone can convince me to think otherwise.

(*Except Snes9xGx, it seems to hate Western Digital HDDs since it crashes randomly every time I use it)

I'm sure that isn't true. It hasn't had any affect on any of my HDDs' speed when I have switched between FAT32 and NTFS.
@emzemz: You didn't follow my guide. You used the wrong version of SysCheck and you didn't use spoiler tags. I need to know the base of 202.

Can the drive perhaps be incompatible with ios58?
Try running someting that works (eg cfg or a game) on ios 248 which in your setup is based on 58.

WiiMC can load music from hard drives? Huh! Assuming one can run that program without encountering those infamous random DSI exception errors, I'm sure it can play music just fine. Maybe I'm just having bad luck using HDDs with Snes9xGx and WiiMC. But getting back to formatting, the very notion that homebrew and FAT32 don't mix is pure BS.

however it loads from a memory card and it sees the hard drive with no problems.

Delete the no_ios_reload line from your meta.xml. That should stop the crashes in Snes9xGx.

Aah, if I only had a dollar every time I heard that. Already went through hell posting the issue on various forums about the the "no_ios reload" bit, so I gave up on running those two programs off the hard drive altogether. Heck, I went as far as talking to dborth about it, and he has the exact same make of hard drive (and model number) as I do, so yeah. I just happened to be the lucky schmuck that can't get them to run. Runs fine off an SDHC card, so yeah, there's something seriously jacked up about it. I would create another thread about it, but it would only spell disaster for me.

Re-installing the hacks, cIOS files, etc using ModMii = Nope
Reformatting the HDD to FAT32 = nope
Re-installing Snes9xGx, including its subfolders = nope
Switching to the proper cIOSes = nope
Deleting the no_ios_reload string in the xml = nope
Installing Snes9xGx on an 8GB SDHC = only method that doesn't result in random lockups

Anyways, getting back on track....

But I digress, telling people about this error won't help me get this resolved any faster.

OP: You could try running HBC on a different IOS
Im unsure how to do it but I would try to:
get a way to install HBC that does not use HBC (eg some hack)
delete ios58
reinstall HBC
reinstall ios58

Yeah, that would get it running on IOS61 (or another IOS if 61 wasn't installed), but before the OP tries something like that I want to see if he can run it on 202, as it has better compatibility and speed in my experience.
