As cranesbill pointed out , it blocks the light, particularly the green light which is the color of light that chlorophyll absorbs for photosynthesis (dont anyone try and say it doesnt block light because the fact we can see it means its blocking the light). I did some Googling for curiosity on this one. The image came from a BBC article, who themselves got it from Getty Images. There are a looooooot of stock photos from that day on Getty, but I did find a few that appear to show other angles of the same thing, so I would lean towards it being a genuine photo:
It's quite clearly the same person with the same sign in those images.
Anyway actually on the topic of the thread, protest is annoying. For it to have any real impact it has to piss people off. If anything I'm shocked some bio-degradable colouring in a polluted river has pissed off this many people, it seems relatively low stakes given current events around the world.
I was literally thinking about this during my shift, and was going to double check it when I got home.
Because usually what is reflected at us, is the light that isn't absorbed. Which for chlorophyll it was already blocking/reflecting green light, so for the water to be the correct green, shouldn't really damper it's ability to absorb the other wavelengths.
(If I am recalling this information right.)

Why are you so concerned with what she looks like? She signed up to do the protest, she is well aware how it'll be perceived. Whether or not she looks like a prick is her problem, not yours. She's a big girl and I'm sure she has the emotional fortitude to handle it.

We've already passed several critical thresholds for global warming, with seemingly no progress on avoiding the rest. But no. The problem is how people try and draw attention to this.
If dying some water with a non-toxic dye is too far, what isn't? The dye has probably already dispersed. The mass migration that comes when the warming really gets going won't be so temporary, but it's in the future so who cares.

The way light and colour works is unintuitive, so I don't blame anyone for getting it mixed up. But yeah, dyeing water green or any colour is going to affect light absorbtion in one way or another.
... how much it affects the ecosystem is probably the more important point. Forests don't disintegrate because a cloudy day drops light levels by 5%. Boats also block light.
The dye has probably long since dispersed, and some places routinely dye their waterways green for St Patricks Day with no problems. Chicago has been doing it for the last few decades. So a brief tint in Venice is probably fine.
