If your Wii is hooked up to the internet, just download the latest CIOS updater and run it from HBC.
If its not, you will need the .wad for the CIOS and place it in the WAD folder of your SD card.
Also, if your Wii is newly bought you can forget about pirating games on DVD's

you mean cIOS installer
and you don't need a cIOS wad for offline install, but just the needed IOS
and you place it in the SD root, not the wad folder
Anyway, unless the wii is at 3.2 or lower, installing a cIOS just like that won't work on an unhacked wii
So You'll have to find a guide in the wii hacking section (they're stickied to the top)
Anyway, all you need to know is that a cIOS is just a custom version of an IOS (IOS are used for many things on the wii). So of course you'll need the correct IOS to make a custom version of it.
The readme included with the cIOS installer should tell you what IOS you need (and sometimes how to get it too)
