I have reached the 6th palace (Casino), and she didn't even join the mission. After reading some discussions here and there, I found that Kasumi would only join by the end game, for one final dungeon. More over, her face been featured in persona 5 royal advertisement, they even released a deluxe edition that contains her costume bundles (which is worth $14). It's totally despicable.
So far, Kasumi story is not integrated that well within the main story, her story arc is like totally optional and a fanservice. It's not that I hate the character, but I hate how Atlus treats her as a bait for the gamer, falsely advertised her a new character with a lot of screentime with a significant relation with the plot, while in fact she's just another stock anime character who will worship you and make you feel all-important so you are willing to spend another $14. The tactic is, create a cute female character that acts like the main female heroine, make her dependent on you, and lock her costumes behind a paywall so you will be pressured to buy the costume, you don't want the poor kasumi left out alone without costume do you?

It's totally a disgusting practice.
