Because, the air gets colder, and the place where you live is high enough to not let the rain come down as water.
They can't melt on it's way down, and that's why is snowing.

We had snow where I live in March a couple of years ago, so it's not too surprising.

What was surprising was that I needed the discounted snow shovel a mere two weeks after I bought it and haven't need it since.
