This is a theoretical discussion on laws and regulations. Nothing said here consistents a future plan.
So right now if one had pretty much perfect credit. Why? because one hasn't accepted any creditcard offers that have been sent to them since they were 14. If one was paying on student loans and make sure to be on-time with those, so one is building up their credit that way.
Like how they are giving the banks money right now and the banks are still giving out the subprime mortgages they know people can't pay. And thus taking their homes eventually.
One knows one would never be able to come back to the US in that case. one is just unsure if they have the authority to follow one into another country and try to collect from there. One is sure most of these banks have global connections...so the UK, Europe and probably Australia would probably be covered by their sticky green fingers. But maybe one would end up somewhere more remote. I think I'll learn alittle more about the laws. Anyway, this is a theoretical discussion never to be realized. Non of this is meant to be taken as a serious plan to defraud credit companies.

What one is proposing is probably some sort of fraud, so one is paranoid of posting this at all.

Basically one wants to know the laws which would punish one for openning up a bunch of creditcard offers, max them out and then skip country. Go live somewhere else where the debit collecters won't find one.
