What title says. Are there any EU-based online shops that sell NTSC/U region 360s and games?

I recently developed a habit of watching anime on PSP.
Unfortunately most of the episodes are in either MKV or OGM containers with included subtitles (and occasional dual audio) and I just can't figure out a way to batch-convert these files to PSP-friendly H264.
Normal converters don't add subtitles and pick whatever audio track they can find first.
Couldn't find any tips on this elsewhere (apart manually extracting sub/audio tracks for every single file and later converting them individually). Any ideas?

I finally got fed up with European delays and prices, so I'm selling my old PAL 360 and getting a brand new 60 gig USA one.
Are there any trusty USA shops that would export 360 to Europe?
Also, will I have any trouble moving over all my XBLA and DLC stuff over? Will I be able to download USA-only content from marketplace?

My mate just bought a cheap premium. The problem with it is that it's drive has a firmware with no key in it, so it doesn't read any xbox games. Is it possible to bring the console back to life somehow? Install a modchip perhaps?

Are there any public IRC channels where console (NDS/PSP/PS#/Xbox/360/...) scene releases are announced? The more 0day-ish info is, the better.

Note that I _do not_ care about actual roms, only release information.
