Is Payza trustworthy?

So someone is offering me 65USD to buy my unusual hat on TF2. But he only wants to pay via Payza.com, a service I've never even heard of.
Earlier it was called Alertpay.com btw.

Is it trustworthy? Has anyone ever used it here?

PayPal problem concerning non-adult account

Okay so my plan was to give 2,5 euros to my 14 year old nephew via PayPal, to make him a TF2 premium player, but he didn't have a PayPal account. So I sent it to his email account, the same as he used to register Steam.
He received the mail, saying he received money from me, and he had to make an account.

He made a PayPal account, but because he is underage he couldn't link it to his bank account or credit card (his parents have those details, and I'm absolutely sure they won't be happy with a PayPal account).
AND because he couldn't link it, his account isn't verified, hence he can't receive and administer the 2,5 euros I sent him.
So basically, my money is somewhere in a limbo, and he can't send it back, and I can't reclaim it.

How can I fix this?

I really like the games where you're the leader of a gang/guild/whatever, and you're able to recruit people for your gang. Those people are then sent on missions by you to gain XP, and maybe to gain certain specialities. I also like it a lot when it's possible to change their outfits, so they really look like on of you.
Here are some of the games I've encountered this, mostly as a minigame:
  • The Godfather 2, probably the most complete of the lot
  • Assassins Creed Brotherhood
  • GTA San Andreas with the turf wars and drive by
Are there any other games with this mechanic? Could be any, real game, Facebook game, App, ....

Just recently found out about this site, and I must say it's much better than expected.
Basically you register (ANY COUNTRY, 13 years old, PayPal is needed), and then you have to listen to songs from beginning artists. You have to listen at least 90 seconds before you're able to submit your review.
In the review you tell what you think about the song, what you like, and what you don't like. Here's an example review of me.

This is a great song and performance. The melody is strong and tuneful. The singer really doesn't have an attractive vocal tone and puts real feeling in his voice and in the lyrics. There are some punchy phrases in the lyrics. Also instrumentally the song has a rich and full accompaniment that complements the vocal track perfectly. Around 2.10 there's also a great guitar solo. The longer and the better your review is, the more you get paid. Usually I get between 0,05-0,10 per review.
For each review you submit you also get experience, which makes you advance in levels. Next to levels there are also ranks, if you advance a rank the minimum amount of money you get per review increases!
