Any USB loader with support for Gecko OS gameconfig?

I am attempting to play Balanced Brawl from USB. However, it requires not just a GCT file, but Gecko OS's gameconfig.txt, which Configurable USB loader and Loadstructer both don't support. When I run my legit disc using Gecko with the gameconfig and the Ocarina cheats, it works just fine, but if I try to run the game from USB loader with Ocarina cheats I get a black screen, not even the wrist strap safety screen shows up.
Is there either a loader that supports this, or a way to get these cheats working without the gameconfig.txt?

so i wanted to use custom themes in xp so i patched my uxtheme.dll but then i decided i dident want custom theme anymore so i deleted a bunch of files at random and then when i restarted WINOWS XP WONT START UP ANYMORE!!! is this a full brick? i dun have bootmii installed.
Brawl, CFG USB Loader, and Ocarina

I have been really enjoying using CFG USB Loader, and I have also really enjoyed Balanced Brawl. There are two versions of Balanced Brawl, one of them is a series of Ocarina codes, and the other doesn't require any hacks to the Wii, but prevents custom stages from being used.
The thing is, I don't want to lose my custom stages, but loading these Ocarina codes seems to crash to a black screen instead of loading the game, I don't even get a wrist strap warning. The codes are fine, because when I use them with Gecko and my legit disc it works perfectly, and I only have a problem if I try to use my .gct file with cfg usb loader. I have been using Hermes' 222 mload instead of cIOS38rev14 for what I hope are obvious reasons.
Has anybody been able to get a setup like this working? If so, what am I doing wrong or need to do differently.
