Noob question concerning IOS downgrader

Yes, another noob question! Hi all! yay.gif
Ok, I've installed HBC using Bannerbomb, installed cIOS36v10 (IOS249) over network and used Firmware downgrader to downgrade Sys menu from 3.3E to 3.2E.
I haven't applied IOS downgrader, so my question is: is it safe to do it after downgrading the firmware and installing the homebrew?
Also, do I need to have all required IOS on my Wii or are they going to be downloaded during the process?

Can't find nowhere on the internet, what exactly does it do to IOS's?

It is one of the steps advised during the downgrade, but I was able to downgrade my sys menu without applying it.

Dunno if it's ok to post under this thread so please move my topic or point me to another thread!

I would really appreciate the answer!
