is it possible to make a pokemon trainer from emerald ruby or saphire into this http://sdb.drshnaps....php?object=2870 and possibly the rival into goku if i found the right sprites?

ok i tried using pokemon over world sprite editor and cut out each frame of vegeta in photo shop and tried to put it on over world sprite editor but it said not 16 colors and messed up the whole picture what am i doing wrong? is there a better sprite editor for gba?
