I'm not very knowledgeable with PSP games, but I've asked a friend for a list of good ones. Here's what I got.
if the games are singelplayer only i can play them whenever i want to, i'm only asking for multiplayer/online games |

well when it's released get Final Fantasy type-0, its an amazing game, and it has a really good battle system, plus it supports multiplayer

There are basically no good PSP games to play online. It's a singleplayer handheld.
Unless you adhoc, then you could try Dissidia 012, which I honestly think will be the only "online" game with players. |

Edit: Also Phantasy Star Portable 2 servers won't go down for a long time. It's basically hosted by Sony now (first SEGA hosted it and changed it over) and it's peer to peer anyway. I usually forget about Phantasy Star.
I wont call it bad, since I do enjoy it from time to time...but it's one of those titles I forget about. Especially for online play since you need to pay to use it and I always laughed at that. |

Well you can play ad-hoc games online using xlink kai, though its kind of complex

If you want online then your out of luck since some of the great PSP games I played and playing is all offline and single player only. |

The Socom games are still pretty active from time to time. You can check those out. I'd recommend FTB 2 or 1 though since it seems that you're not keen on paying for an online pass, which FTB 3 requires.

It's not an online game, but Persona 3 Portable is definitely good =) I don't really know of any online PSP games with a real playing community though >.<
