ROM Hack Write portion of ROM to RAM

I have a problem in ROM hacking. In this example, I'm using Advanced Wars DS.
I don't know how to write a part of ROM (say, 01C00000 until 01C10000) into RAM.
I've been reading the doc, and still doesn't understand about the method. What I've trying to do is expand the FAT and ARM9 overlay offset(though I don't understand about BSS and static initialiser address).

1. Can you help/guide me how to write them into RAM (to specified address, e.g. 03100000, if possible)
2. If a procedure/command to call the method is required, can you help me how and where should I call it? (maybe this isn't required if the said method copies the code at build time)
