Hardware Where to buy brand new hackable PS Vita in USA?

I'm interested in buying a brand new hackable PS Vita, but how can I know if a new one comes with firmware higher than 3.60? Or should I buy a previous bundle that is guaranteed at a certain firmware? Please help, thanks!

Nope, buy a new one one from anywhere and it will be 3.60 or lower, pinky promise.

If i had to guess id say a japan import may be sketchy unless you know what package/combos to look out for with regards release dates etc, the reason i say this is because they seem to sell a butt load of vitas over there. Usa/EU etc its 99.99% fine to buy any and get 3.60 or lower right now.

If you consider a Japan import, avoid the latest Silver and Red models, as they are guaranteed to ship with 3.61 or higher, afaik.

Any other brand new, untouched model should be completely fine though, and ship with 3.60 or lower.
