I've been looking all over and all the old stuff seems to be very out of date. I don't plan on creating one from scratch but i do want to change a few features on a few. is there any tools out there that are updated to work with 6.61 or at least 6.6?
You can extract files from a CTF theme and create a new one with CTF Tool GUI, or you can use a plugin to combine the extracted files with ZeroVSH Patcher.

Sub Menu Icons: sysconf_plugin.rco
