Alright so I have a 03ds on 9.9 but I'm planning to buy a o3ds/o3ds xl on 9.2 or under. The problem is if I go to eb games and I ask them they question me why do you need a specific system menu and ask me about if I wan't to pirate games and they won't sell. What other options do I have? I don't care if it's preowned and infact I don't think there are any brandnew 3ds with 9.2 or under. Help?

Local Cash Converters or other pawn brokers are your best bet, just ask for a test drive before you buy to check the firmware. Might be a good idea to bring a charger, makes things easier if they are dead flat.

I didn't know they made an MSU cart for the Genesis.... I knew about the SNES one and the library for that is rather large but the Genesis one has very few games+1
