So I want CFW (Custom Firmware) for my o3ds so when doing a system transfer does it save the console's firmware with it?

I'm assuming he means that he already has a 9.2 CFW DS that trying to do the DSiWare downgrade on the other DS.

In that case, the answer is no. Your target DS will keep it's FW but you will be able to downgrade it even if it's on 11.1

Considering that both consoles must be on the same firmware for system transfer, the question doesn't make sense...
