I'd say that your friend needs to keep calling a certain eye doctor to inform about/request photos that she is going to give to a freelance reporter ?

English isn't my native language, but that's what I'd make of it... although it does sound vague without any context.

Person A is a freelance reporter. They need certain specific photographs.
Person B is an eye doctor. They have, or can make, the photographs person A needs.
Person C, your friend, is the intermediary, she has to get the photos from person B, and give them to person A.

That's how I interpreted it. Your friend has to get the photos from the eye doctor, and give them to the reporter. And the doctor isn't answering her calls, I guess.

I was kind of expecting some ambiguous phrasing or some interesting punctuation, however this seemed fairly clear to me.

An eye doctor* owns/has some photos in their possession that the speaker is trying to get to give/sell to a freelance reporter, however the doctor is hard to pin down and they need to keep phone calling/calling round. Alternatively said eye doctor is a good and consistent source of photos but the speaker has to prompt the doctor to fork them over/see if they have anything new.

*not sure what an eye doctor technically is around you as far as optician or ophthalmologist goes but that matters little here.

The more nonsensical version would involve someone, in this case the speaker, calling an eye the word doctor to facilitate the acquisition of photos intended for a freelance reporter, though there I would have expected some quotes or something around doctor.
