Homebrew Wad manager 1.4 ret -2011

I am using 4.0J firmware.
Wad Manager 1.4
I installed IOS38-64-v3610.wad and when it asked to select an ios I chose the default which was ios36 I think.

So then I went into wad manager 1.4 and it asked again for the ios which I have no idea which to choose from, I picked the default ios36.

After that I wanted to install usbloader or Gradius Rebirth but when I try to it gives me the ret -2011 error.

All the folders should be in the right place with the right name. I did not change the names on the wads though but the apps with boot.dol and whatnot.
I guess I don't have the right CIOS installed? I chose to install from the sd slot. The SD card is a SanDisk for wii. I'm assuming that can't be the problem.
And now I have no idea of what to do. Can anyone help?

Yes that site was what I was following which was what I needed. The problem I faced was the internet connection I had to go from one friends house to another to lastly going to my own house for the connection where it stopped giving me the ret errors. That should help alot of people.
