Gaming US PSP games downloaded from PS3 on to Pal Vita?

Can I buy a PSP/PSone game from my us account from the PS3 and then play it on my vita?

Nope. It requires one account sadly.
Actually you can. You have to have to use the USA account on your Vita however.

yes you can, as long as the account on the ps vita is the same as the account that the games were bought on

But that's besides the point - yes, you can as long as the PSVita is running the US account, the system isn't region locked.

OK so my Vita has my UK psn on it, so can I log out and sign in with my us account? and once the game transferred over and can I sign back in using my UK account?

I think you have to format your Vita to use the US account and you won't be able to go back to your UK account unless you format again.
Annoying I know.

Oh well thanks for the quick answers guys, I wont bother messing with that then. I just really wanted a few games where released only in US and Japan to play.
