Unable to trade Pokemons (GBA)

I'm trying to trade my pokemons from Leaf green version to Ruby and everytime I'm getting error which says something like ''"I'm sorry, but we are not set up to trade among far away regions yet''. How to fix it?

Both of games are completed (I have beat e4 on both of the games)
Trading between other Leaf green and Fire red works, also Ruby to other Rubys and sapphires works


I just can't trade between LG/FR to S/R

You need to do a specific quest kn Leaf Green first. Go to the first Sevii Island and talk to Celio in the Poke Center

As far as I can see, previous owner completed whole pokedex, including national, so he must have already completed that quest. Any other help?

You need the Ruby and Sapphire and you can only trade from FR/LG to S/R/E if you're on One Island
