Does anyone know the best place to order one of these from? Are they even available yet?

TX X360USB PRO V2.

I don't mind ordering from overseas providing I can use paypal.

They are available yes.
I unfortunately don't know any shop with Paypal.
Maybe you can find out on TX's websites.
