Well I need to find the cryptography first.
1) Download Python 3.6.1 from here https://www.python.org/downloads/
2) Install and make sure you select add to path
3) Unzip firmtool to directory
4) Open command prompt in admin mode and run "pip install cryptography"
5) Still in command mode navigate to directory where you unzip firmtool
6) Run the command "python setup.py install"
7) To convert bin file run command as follows "python firmtool build test.firm -n 0x23F00000 -e 0 -D arm9loaderhax.bin -A 0x23F00000 -C NDMA"
Never mind. I figured it out.
For anyone who cares. Here's the latest nightly versions of Decrypt9, EmuNAND9, and Hourglass9. I just followed directions. Haven't tested them yet.
Edit: This is rather outdated except for EmuNAND9. d0k3 has made official firm versions of Decrypt9 and Hourglass9.

firm is a better version of the old bin payloads and cfw like luma only support sighax snice today
These are payloads for Luma3DS v7.1. Starting with version 7.1, Luma3DS only supports B9S. You need firm instead of bin to use with Luma3DS going forward.
