That app is from the official SDK developed by Nintendo, so it's classified as copyrighted software, and thus is not allowed to share.
nintendo made it .....not a person(well obviously a person....but a person who works for nintendo)

for anyone interested, I found it on google (today).
If there's a real homebrew, using open sources devkit and not sources written by Nintendo, to edit the play coin count then it will be allowed.
