Misc Special Mii Spotpass for JP 3DS?

I've had one for about 7 months now. Updated to the latest firmware, and it's hit both local relays and my own Homepass setup. It's connected to my network.

It has never had a Special Mii visit. Is this normal? Does Japan not do this since pretty much everyone has a 3DS there already?

I did. It's on. I even cycled both Streetpass and Spotpass.
